Earth's land and sea absorb solar radiation, then reradiate it to the air
Yes, some of it can. Infrared radiation is trapped by greenhouse gases, but not all of it is trapped. These gases only trap radiation in very specific parts of the electromagnetic spectrum, so there are "windows" where it can escape.
The human eye's sensitivity to wavelengths in the visual window of Earth's atmosphere is due to evolution adaptations during the development of the human eye. If infrared radiation were in abundance, then it is believed our eyes would be sensitive to infrared radiation.
The atmosphere is actually heated by the earth, not by the sun directly. Visible light passes through the atmosphere and strikes the surface of the earth, and thus warms the surface layer of the earth. The atmosphere is mostly transparent to visible light, meaning the light does not absorb visible light, and is therefore not heated by visible light. As the surface of the earth warms up, it radiates low intensity infrared radiation, which is not transparent to the atmosphere, and so the atmosphere absorbs the infrared radiation, and warms up. The air closest to the surface of the earth absorbs most of the infrared radiation, and is therefore warmer than air at a higher altitude. In fact, above about 10 km, the temperature starts to increase again due to the presence of the ozone layer. This absorbs solar ultraviolet radiation which leads to heating.

Greenhouse gases in the atmosphere absorb and retain infrared radiation (heat) from the surface of the earth.
Some of the gases found in our atmosphere which absorb infrared light are: carbon dioxide, methane, and water vapor. Gases found in our atmosphere which absorb ultraviolet light are ozone (O3) and oxygen gas (O2).
No all molecules do not absorb infrared radiation. Some of them do.

Earth's atmosphere does have greenhouse gases. These gases absorb some of the infrared radiation emitted by Earth's surface. If it did not, Earth would grow warmer and warmer as it absorbed more and more solar radiation. Greenhouse gas molecules absorb and emit infrared radiation.

All objects emit (give out) and absorb (take in) thermal radiation, which is also called infrared radiation. The hotter an object is, the more infrared radiation it emits. However; the hotter an object, the faster it will emit infrared radiation. Even though hotter objects can absorb infrared radiation, they will continue to emit infrared radiation much faster than they absorb it from any colder objects / sources around them, until an equilibrium is achieved with the objects surroundings i.e. it is always an antagonistic relationship with the objects surroundings and the surroundings with the object.
Troposphere does not absorb solar radiation. All other layers do not absorb.
