Yes and no. While we all have something we can do another cannot, it may not necessarily be seen as a talent, but that does not mean God made you talentless. There are also acquired talents as in talents you eventually learn over time. Many would say God has given you the ability to pick up talents you didn't previously have, but you have to tap into the ability because God will not force you to find out. (Though He may give subtle signs.)
God does give us talents. Most of the time when you are not a Christ-Follower you don't realize that the talent you have is from God. You just think that it's luck. God does give talents though, and most of the time when he gives us talents he wants us to use it to glorify Him. When we use the gifts God gives us to glorify Him, instead of ourselves he will bless us in the process.
1Corinthians 12:4-10 " Now there are diversities of gifts, but the same spirit." there are several talents listed in these verses.
