All are lost and under sin, Romans 2:12 says: "For as many as have sinned without law [of Moses] shall also perish without law: and as many as have sinned in the law shall be judged by the law;" Verse 23 - "For all have sinned, and come short of the glory of God;"

Then Paul goes on to explain the way of salvation in verses 24-25 The key word here is faith.

Later in the same letter, ch10:13-14 we read For whosoever shall call upon the name of the Lord shall be saved. How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher? Verse 17 - faith cometh by hearing, and hearing by the word of God.

This preaching work is the primary purpose of the Christian congregation and all Christians are responsible to teach Christ's message, everywhere on earth.(Luke 8:1/Acts 28:30+31/Romans 16:25-27/2 Timothy 4:17/Romans 10:18/Acts 1:8)
