I use vista and I didn't need to patch it. Once you install just update to current version all should work perfectly.

Search: "Command and Conquer Generals Shockwave Patch 1.04" when you find it, download it, and- have fun!

So far no. It is likely there will never be one, as EA no longer supports C&C Generals.
