No! They are both "local" elected officials but the governor is voted by the voters of the whole province whereas the congressman is only voted by the people in his district.

If you don't already know, there are several districts that compose a whole province and thus the governor is the head of the state/province whereas a congressman, albeit he is a lawmaker, heads only a portion of the province which is called the district

As a group Congress has more power than the president since it makes the law. However Congress is made up of 535 individuals who have their own minds and often can not agree on what to do and so do nothing decisive. The president has only one mind to make up and a persuasive president can get Congress to act in the ways he wants them to go.

the congressman are the one making laws...while the governor is the chieft executive of the province....the congressman are national while governor are LGU...
