You have to remove the bolt on the pulley, then use a appropriate puller, to pull it off, just remember you need an insert(at least 4.5 to 5" long) that goes inside of the hole that pushes against the crankshaft. The puller has to push on this insert

The water pump on that neon is located in the distribution belt with between the camshaft and crankshaft pulley, you have to change also the belt, the problem with that is that it is really difficult to remove the crankshaft pulley, you need a very special extractor for that. Removing the water pump is really easy.
You have to purchase a special pulley puller from Dodge, other wise you will break the pulley when you try to pull it off.
