Blower motor might be good. Check fuse(s) in fuseblock first. Check also the blower speed switch and the blower resistor. A service manual will be indispensable. Auto parts stores sell inexpensive, but usable, versions.
Replaced many blower modules ( in engine compartment ) from that year. Check it out.

Timing chains on Hondas are replaced at engine rebuild time, and no sooner.
I have the same problem. what I do is tap on the heater blower (located below the glove compartment in the corner)which will magically make the fan work or remove the two gold Philip screws that hold the cover and spin the fan manually.
It has an interference engine. Get that timing belt replaced and do the water pump at the same time.
No, the chain should last the life of the engine.

The variable rheostat for the blower motor is shot and needs to be replaced. It's on the firewall, near the heater blower, either in the engine compartment or up under the dash. Follow the wires from the blower switch and you'll find it.
The 4 cylinder Accord uses a timing chain that normally requires no maintenance and will last the life of the engine. The V6 Accord however uses a timing belt that must be replaced every 110,000 miles. The V6 is an interference engine and as such if the belt breaks you will have serious engine damage.
