Loss of feathers can be caused by several things. Feather pecking is often the usual culprit. When a hen house / roost gets too crowded, the hens peck out the feathers of the chicken next to them in an attempt to get them to move over. Hens in prime condition can lose feathers from the saddle area ( at the back near the tail) from being mounted by the rooster repeatedly. Poor quality feed can result in feather loss also. Feed with a minimum protein of 18% is required for feather production and maintenance. Finally, chickens go into a "moult" once per year, feathers drop out and new feather start to grow. This is natural, but every chicken does this and they can look quite ugly for a few weeks until the new feathers grow in.
It usually starts 'pin' feathers after 3 weeks. After about 4-5 weeks the bird will be fully feathered. Also, after about 6 weeks they are ready to leave the nest.If it is young and you are talking about feather plucking etc. or you cut it's wings and want to know when they will grow back... a bird will molt in Spring (just after winter, to rid itself of extra feathers), they only molt once a year, if you have cut the wing, it will molt and grow back once a year.. however if the feather has been pulled out, it will immediately start growing back..

It will depend if it is a baby or not. A hatchling will start to get feather pins in a couple days after hatching. It will be fully feathered in about a month. If your parakeet has molted, I recommend buying a molting suppliment or molting diet seeds, it is a very stressful time for a bird. These molted feathers will grow back in depending on how well the bird is taken care of and the size of the feather growing in. My quaker lost his tail feathers and it took about a month for them to start sprouting back out. If it is a non-flight feather or down feather it should grown in quite quickly.
