No. Wi-Fi is free at most places. I know Cafés and some hotels offer free Wi-Fi. However if you go to a hotel some peopel require that you pay for a passcode to unlock their Wi-Fi, when this happens you end up paying for Wi-Fi.

Most of the time Wi-Fi is free, but its mostly quess and check. You look at the Wi-Fi server options, if its locked you either pay for it(get the passcode) or its a personal Wi-Fi server. If its open then no, you don't get billed.
