No, there is no need to have the foreskin retracted. In fact, the foreskin should normally be left to cover the head of the penis.
If you keep the Foreskin retracted it could lead to Diseases, unless you are Circumsiced (Done proffesionly) it's important that if your not Circumsiced you keep your foreskin over the head.
The diseases can contain swelling up of the Foreskin and make it looking like a red balloon.
