You must mean why it is not on Playstation 2. Because the game is new and they did not make a PS2 version this time around. Previously they just had to update the SVR each year for the PS2. Creating a new PS2 game would have cost them more money and they might not have been able to make the PS2 version as likable with it older game console technology
