No. You would need a separate GPS receiver and GPS software (i.e. TomTom) on your palm device to decipher the GPS receiver's signal into information you can use.

In fact, any non-Blackberry smartphone/PDA that was released before November 2008 will not require a data plan. But I am not sure which ones -- and which have wifi -- that is another question. I know the centro does not require a data plan but there is no wifi. I heard some of the older treo for windows have a sd card you can use to get online with wifi.
