Yes because the fuel required by the engine is restricted thus slowing it down.
You don't normally need to. The filter is a sponge on the fuel pump in the gas tank. if it is bad then you need to pull the fuel pump to change it.
you can take fuel filter out on driver side underneath car crank it over if no fuel comes out pump is bad it would be a good idea to change the fuel filter anyway.

no it dosent only filter it has is the diesel filter under the bonnet change that if still running bad check the tank fuel pump as they rot like mad
More than likely the fuel pump is bad. Be sure to change the fuel filter also.
The best thing to do is replace the fuel filter anyway. You will need to do it even if the fuel pump is bad, so you have nothing to lose. You can listen to hear iif the fuel pump is kicking on at all. If it is, just do the fuel filter. Its much cheaper and easier than the fuel pump. Then you can test the fuel pressure to see if the pump is bad after you replace the filter.
The first real indicator is that you start losing power. Most recommend you change your fuel filter every 15,000 miles. Some later vehicles have a fuel filter that cannot be serviced because it is inside the tank but most still use an external filter. No manufacture recommends a 15,000 fuel filter change. No way should you waste your money changing a fuel filter every 15,000 miles unless the engine is a diesel. Change it every 36,000 miles if it is a replaceable filter and you will be just fine.
You cannot know when it needs changing, just change it every 50,000 miles.

Depends on what you mean by "bad." If its bad as in low quality oil/filter it the long run it can damage your engine and in the short run give you less gas mileage. If its bad as in a idiot technician didnt tighten the filter or put the wrong oil, or not enough oil. Yes that can be very bad for your engine and damage performance.
Gravity. Or your fuel pump is bad. There should be enough pressure from your fuel pump to push the fuel to the injectors. A clogged filter could do it also. I would change the filter first.
