NO! If there is a person's name on the ticket, that just shows who originally purchased the ticket. However, it is perfectly legal and valid for them to sell (for less than face value), or give the ticket to someone. Therefore, anyone can legally use the ticket REGARDLESS of who's name is on it.
I have personally used tickets with other's people's name on them, and other people have used tickets with my name on them with absolutley no questions asked.
