Speaks for the President of the United States.
The President is the Commander in Chief. Below the President is the Secretary of Defense. The highest ranking military officer is the Chairman of the Joint Chiefs of Staff, who reports to the Secretary of Defense. Below the Chairman are the Joint Chiefs of Staff, who supervise the various military commanders of each of their services.
Each department head is the primary link between presidential policy and the secretary's own department.
The Cabinet is the collective association of the President, the Vice-President, and of appointed officials who are responsible for running each department of the government, and as such represents the administrative arm of the Executive Branch. Each Department is headed by an official referred to as "Secretary" of that department, i.e, Secretary of State, Secretary of Defense, Secretary of Agriculture, and so on. The Cabinet is ad hoc also, in the sense that it may include any other official the President chooses to include, such as National Security Advisor, Ambassador to the United Nations, or other officials. In and of itself, while it is composed of Department heads, the Cabinet is not an official decision-making body, and serves only to advise the President. Their deliberations are not put to formal votes, and The President has the final authority in all executive-level decisions that may pertain to Cabinet deliberations.
As a group, they are part of the Cabinet; separately, they are a Secretary of the Department--such as Secretary of the Treasury, etc.

Obama included the vice-president in the official photo of the cabinet.(FYI, the heads of 15 executive departments are the Secretaries of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, Labor, State, Transportation, Treasury, and Veterans Affairs, as well as the Attorney General(head of Justice)
Other than the President (who serves as Commander-in-Chief of the armed forces), the most powerful DoD official is the Secretary of Defense. The Secretary is superior to the Joint Chiefs of Staff (the highest-ranking officers from each branch of the military). The current Secretary of Defense is Robert M. Gates, who was originally appointed by President George W. Bush after the firing of Secretary Donald Rumsfeld and was asked by President Barack Obama to continue as Secretary of Defense in the new administration.
The head of each department is known as the secretary, except for the Department of Justice, which is headed by the attorney general. (source: College textbook)
