The top of the Space Needle (some times call the "Eye of the Needle") is building with 2 floors open to the public. The top floor is the observation deck. There you can step off the elevators into a lobby and walk around. You can also step outside and walk around the entire circle. Nothing on this level rotates.
Below the observation deck is the restaurant. The middle portion of this floor, where the kitchen is, does not rotate. The seating area for the diners is right next to the windows and maybe 10 feet wide. Just floor (with chairs, tables and some room dividers) is rotating, at one revolution per hour. Think of it as a washer spinning around a bolt. The windows do not rotate.
Originally the window sills were level. People would put cameras, purses, etc there and then rotate away from them. The sills were replaced with a steep slant so items could not be left there.
