This is because the clouds insulate the surface, and reflect energy back. A clear night will allow the surface heat to escape into space more easily and so it will be colder.

Observatories need to be in very dark areas so they get the best unhindered view of the night sky. If you go out and look at the sky when you are in the city, the bright lights will hinder your ability to see the stars. If you go out into the country where there are relatively few lights (and fewer smog emissions) you can see the stars much better depending on the weather. Cold weather, more stars. Warm weather, fewer stars.

The stars would shine very bright. The earth would continue to spin, but it would no longer orbit the sun. You would see stars day and night, but the moon would go dark. You would only notice it as the stars behind it disappeared from view. Within a few days it would be really cold, and the rivers would freeze. Within a few weeks most lakes would be frozen over, and within a few months even the ocean surface would begin to solidify. There would also be no more years, no more seasons. The stars would not change position from season to season.
