The answer is rather yes then no. Any additional software slows down your system when it runs simultaneously with other processes. Transformation packs change some of system files which very optimized by Microsoft for performance and have been changed third party. But the main problem is transformation packs some .exe files which enable such features as Aero, and that takes a lot of resources especially if such applications are not optimized.
Xbox live takes up a small amount of internet usage, but it has no effect with the computer, especially if the modem/router you are using has no Ethernet cable running to your computer.
