If you do not have the install disc for World of Warcraft, then yes, you have to download it and let it update to the current version.
Once you install the game World Editor should come with it, while u still got the game (disc) you should run it and go to BattleNet where you should download all patches. One patch allows you to run Warcraft3 without having any disc insert at that point; when you have downloaded all the patches you should be able to run WC3 World Editor without any disc.
