Only if you want membership. As a level 117 I do know that if you don't have a membership you can do absolutely nothing. I would prefer a membership, but thats just me. When you reach a certain point on toontown it will say that you have reached the guest limit. When that happens, all you can do is subscribe or start a new account and do it all over again. Overall, yes you kinda do have to pay.
