no, but it does increase the population limit.
Any building or upgrade will increase your village points. However, as buildings also use up farm space, some people do not build up every building to their maximum, saving the farm space for their armies. You can also increase your points by taking over other villages by using nobles.

Local and tribal government
To get more clay, You can ask a tribe mate for some. You can also trade resources if you have a market. You can also farm other villages for resources. Find a village then clear it with axemen and swordsmen. You may also want to destroy walls and barracks with rams and catapults to stop the farm village from stopping your attack. After the village is cleared send spearfighters and axemen (send light calvary if you have them). The less immediate way at getting more clay is by waiting and upgrading your clay pit and warehouse. Clay Pit speeds up resource production and warehouse allows you to store more resources.

A government-to-government relationship with tribal governments can be held by treaties, agreements, and formal consultations that recognize the sovereignty of tribal nations. This relationship is grounded in the U.S. Constitution, federal laws, and court decisions that affirm the unique status of tribes as independent governments. Such interactions often involve discussions on matters such as land use, resource management, and cultural preservation. Additionally, federal agencies are required to engage with tribal governments in a manner that respects their autonomy and rights.
Neo-tribal or Pseudo-tribal
A tribal society refers to a social organization characterized by small, close-knit groups, often based on kinship or shared ancestry. These societies typically have a strong sense of community and collective identity, with social structures that emphasize cooperation and mutual support. Tribal societies often rely on traditional customs, rituals, and practices for governance, resource management, and conflict resolution, distinguishing them from modern, industrialized societies.
