If you are dying your hair too light too frequently, It will make it fall out, but it will grow back. You still shouldn't dye your hair too frequently. It can still be damaged from unnatural chemicals. Do at your own risk.

It can if you're not careful. If you have very fine hair the chemicals can damage your hair and make it fall out. Mostly because it will dry your hair out so much it'll pretty much just crack. If you want to dye your hair I would recomend semi-permanant hair dye. It doens't have as many chemicals as permanent dye does. Hope this helped(:
