No,technically on his own Vegeta never got higher than super saiyan 2.Even though many people believe that because he became super saiyan 4 in dragonball gt he never actually became a super saiyan 3.The reason he was able to transform is because a machine bulma made that creates a wave of energy that brings out a saiyans power/that was called blutz waves.(A.K.A. a chemical produced by the moon)
