Yes. Many of the Earths large rivers carry water from melting snow.
Rain and snow can come from the wind displacing the water vapor or clouds in other regions.
There is no requirement that holy water has to come from a snow fall.

Snow forms when water vapor in the atmosphere freezes into ice crystals. These ice crystals then come together to form snowflakes. When enough snowflakes accumulate, they fall to the ground as snow.

Evaporated water goes in the atmosphere as a gas and come back after condensation as rain or snow.
When water (or rain) is in an area of a temperature below freezing the molecules contract, or come together, as a reaction. This turns the water into a solid and it becomes snow. Hope that helped. :)
