yes they can if you have a swimming pool or any type of thing that may hold water bees will fly over it and eventually fall in they may still be alive if they have just recently fallen in if they are still alive just get like one of those things that you clean out your pool if it has like leaves in it and drown it yourself if its little legs are not moving it might be dead.

The soap breaks through the wax, and lets the water in. The bees then drown. [3] It's always important to cover up, and work fast, around bees. For they get angry, and sting. So perhaps the safest strategy is calling in an organization that removes bees for free, for medical research and medicines.

Bees do need water. The forage for it in puddles and on flowers. When they are look for pollen and food, they use a lot of water.
