Try white vinegar, or WD40, or lemon juice, or sunscreen.
you can use any of these: rubbing alcohol, Goof Off, WD40, hair spray, or Mr. Clean (rubbing alcohol would most likely be the best to use) hope that helps :)
In a more concealed spot, try a small amount of Nail Polish Remover on a Q-Tip and dab it on the flooring. If the laminate finish doesn't change much, try a dab on the marker. If that removes the marker, do the whole effected area. Don't sand. I've always tested a small area before I've done the rest. Spray deep woods off on it, wipe it up with a paper towel. This may take 2 tries. Also Consider: The Mr. Clean Magic Eraser is a wonderful product that removes very tough stains. It has replaced a sponge in my house.Try: Alcohol. Windex. cheap nail polish remover. Avoid anything with oil in it.

Make up remover, or hand cream may remove it. Hand cleaner with pumice may take it off. Spray some WD40 on a towel and rub with that. Fingernail polish remover on a towel should remove it. With any of these, make sure not to get any in your eyes.

If the ink is the kind used in fountain pens then rubbing with milk might work. If its biro or similar you could try these solvents: nail varnish remover, white spirit, turpentine, WD40. If you don't have a spare offcut of your vinyl to try it out on then I suggest moving the fridge or something to try out on a patch you won't be able to see afterwards. I got biro out of a leather sofa with WD40 with no ill effects!
Before soaking metal jewerlry in WD40 to remove adhesive, test on a small area. This will prevent you from ruining the piece if the WD40 removes or damages the finish.
