No, absolutely not. When you get high, often you have all these thoughts which seem really clever and insightful. But if you write them all down and come back to them later, when you're sober, you will find that they are complete nonsense.
However, weed can cause you to see things from a different perspective, which can be helpful sometimes. For example, many, many times I have sat down to write an essay or a short story -- sober -- and when I'm done, I'll go back and edit it as much as possible, until I think it's perfect. But then I'll go smoke pot, and when I come back, I realize that there is so much more editing to do.
Or, I might be very, very angry at someone, and I'll sit down and write them a really nasty letter. But then I'll go smoke some weed, and I'll realize that I really shouldn't send the letter, after all. Or, I'll decide to still send it, but I'll tone it down a lot so it's not as harsh.
So, no, weed does not make you more creative or insightful. But it shifts your perspective, which, in certain situations, can be helpful.
