Wind does not play a factor in making out dish cut in and out. We live in Arizona and wind isn't something we have to commonly deal with. Although, I know it has been a factor in other places.

Here is one idea: using scissors, cut the bottom off the bottle. Starting anywhere at the bottom, cut in a spiral from the bottom to the top.
Find an old dish network parabolic dish and buy some 3m solar reflective film. Cut the pieces into pie shapes and lay them in place over the interior face of the dish. Smooth out with a small squeegee. Trim edges from outside diameter. Voila!
