Yes, Windows Vista and Windows 7 include Aero theme in both operating systems. It will automatically disable if Windows does not thing your computer can stack the extra performance it takes to run Aero. Though, you can re-enable Aero any time you wish through the Personalization menu. It may impact the performance of your computer.

THere is no such OS called windows premium., but in vista there are many flavours called vista basic, home premium and vista ultimate. In these variations the higher you go the more extra features u get and obviously the more you pay for it. LIke vista basic does have windows aero and home premium does not have dream scenes, bit locker etc which ultimate has., but the basic OS is the same. :)

You can't, Vista Basic does not have it. It's not that much better anyway. The "windows flip 3D" thingy is pretty useless too, it's like a fancy version of Alt + Tab, plus it gets boring fast

Windows seven home basic, or more commonly known as windows 7 starter is mainly used for netbooks that don't have very much RAM and hard drive space, and alos maybe not as much processing power. If you have a notebook laptop or a desktop PC consider Windows 7 Home Premium. Windows 7 starter lacks some features that home premium has like windows aero's transparency to save RAM and hard drive space for lower end computers.
