Unless stated otherwise, a monster's effect is active, or can only be activated while the monster is face-up on the field. So Necro Gardna for example says he activates in the graveyard, but Snipe Hunter doesn't, so it must be on the field.So the same goes for Majestic Star Dragon. That last effect of his will only Trigger if he is face-up on the field during the End Phase.
