On the last part of Chapter 108 (which is the last) he says to her "I'll give you half of my life so give me half of yours" and she answers that she'll give him even more. They hug and he leaves (he will come back ;) )
And at page 106 there is like a collection of pictures. One of the picture shows Ed and Winry, each one holding a baby, that I'm sure are Ed and Winry's babys.
So the answer is yes, he does confess (in his own way) and they live happy forever
