An 02 car is going to be electronically controlled so in order to defeat the speed limiter a performance chip will need to be installed in the engine control computer. Being that it is a Cavalier I doubt there is one available. Speed and rpm limiters are there to protect your drivetrain from damage. it is not wise to mess with it.
