Yes in order for the USB mini charging cable to work it must be plugged into the PS3 that is on and it will stop charging until the PS3 is turned back on.

The remote won't turn on because it might still need a charge. I found that I needed to auto turn off the controller in settings when I turned off the PS3. I also did not realize that they do not recharge while the PS3 system is off and they will lose there power if not turned off.
