It depends on which documents. If you are asking about his college records, he is under no obligation to release them-- they are protected, as are mine and yours, by a 1974 federal privacy law called FERPA (Federal Educational Rights and Privacy Act). If you are asking about government records, those that are not considered classified can be released; journalists often file Freedom of Information requests when a government official refuses to make such documents available.
There are number of Acts that will impact on records' confidentiality. The 2 most topical will be:1 The Privacy Act.The Privacy Act regulates how your personal information is handled. For example, it covers:how your personal information is collected (e.g. the personal information you provide when you fill in a form)-how it is then used and disclosed-its accuracy-how securely it is kept-your general right to access that information.2 The Freedom of Information Act.The Freedom of Information Act 1982 (FOI Act) gives any person the right to:-access copies of documents (except exempt documents) we hold-ask for information we hold about you to be changed or annotated if it is incomplete, out of date, incorrect or misleading, and-seek a review of our decision not to allow you access to a document or not to amend your personal record. You can ask to see any document that we hold. We can refuse access to some documents, or parts of documents that are exempt. Exempt documents may include those relating to national security, documents containing material obtained in confidence and Cabinet documents, or other matters set out in the FOI Act.

Data Protection allows access to the personal information about you that is held by Cambridgeshire County Council. Freedom of Information allows you to request access to all other information that we hold.
The FOI Act in the United States applies to citizens' access to federal documents. As an owner in an HOA, you are free to access business documents of your association. Your governing documents give you the process to request them, inspect them, and potentially copy them.
personal and economic freedom
more personal freedom, less economic freedom.
There is no such thing as a FOIA request form. You simply write a letter describing the documents and/or type of information you want released, and mail it to the FOIA office of the agency that most likely holds these documents or information.I have used the FOIA Letter Generator (see links) to do this.
Personal freedoms must not take away the freedom of others.
The Freedom of Information Act governs release or partial release of previously undisclosed documents controlled by the United States Federal Government. When you want access to documents held by your homeowners association, you can ask for them. These documents are controlled by your state association law, and by the covenants contained in your association's governing documents. Best practices dictate that owners or their agents have access to the business documents relating to the association's business upon request. You may be limited to reviewing the documents at your association's management's location during their business hours, and if you choose to make copies, pay for them. There will be documents that may be withheld when this information is protected by ongoing attorney-client privilege, or when the details could compromise the privacy of a person. Make your request for particular documents in writing. If your association refuses to produce them, you can engage an association-savvy attorney who may be able to help you.
