Most of the decision is based on scent. Dogs typically try to avoid places that they consider to be their 'den' (which hopefully includes your entire house), any well-travelled paths, and generally anywhere that smells like it's used for other activities. They try to find places near where they or other dogs have pooped before, the borders of their 'territory', and any other location where they feel it's likely to be smelled by other dogs but not accidently stepped on.

Does he have a place to poop at your home? It could be because he does not want to poop at your home and has to poop when you walk him. Another reason could be because he is "marking his spot." Dogs do this often. They poop and it's like a message to other dogs. You may want to check that his poop is not diaheria, and regular poop. If it is diaheria, then it is a problem.
