When the weather warms up or you can park it inside in above freezing conditions - using the narrow spray tube, spray WD-40 into the keyway to displace the water which may have collectred (and is freezing) on the internal lock mechanism. You can follow up by putting powdered graphite (can be found in the key areas of most hardware stores/Home Depot/Lowes key making machines) into the keyway openings.

If the power door locks have failed on a 1997 Honda Civic a diagnostic should be performed. The first thing to check would be the fuse for the door switches. If fuse is broken replace it. If not check and door lock switch inside the door panel.

Grease is old in the door locks. You will need to remove the door locks and soak them in kerosene for a day or two. Then regrease them with litium.
