yes, dogs do that all the time!! ,they also bark with a toy in their mouth or while eating or drinking, but not all dogs can do this....but the bark is not as loud as it would be if the dog did not have a empty or open mouth

You can, your throat muscles can contract whether or not your mouth is closed. But I would assume swallowing liquids would be much easier than swallowing solids with your mouth open, for the simple fact that you have less control over the tongue when its not touching the roof of your mouth.
