Absolute zero is the temperature at which entropy reaches its minimum value. So yes, it is a measure of temperature. No temperature is lower than absolute zero. All motion stops at absolute zero as there is no energy left. Remember, energy is measured in heat so if there is no heat then there is nothing to allow any type of motion or activity etc.
