sounds like you have a leak in your Brake Boost Controler, you should also check to see if there is any leaks in the vacuum lines that connect the engine to the brake booster.

1. Make sure the engine is off. 2. Press the brake pedal. 3. Insert the key in the ignition. 4. Turn the key to the "ON" position, but do not start the engine. 5. Within three seconds of turning the key to the "ON" position, depress the brake pedal and then keep pressing and depressing it for a total of ten times (including the initial depressing) in less than ten seconds. This means that you should be pressing the brake pedal every time in less than a second.
So that it does not accidently get set on without intending to. I suspect this is a legal, rather then technical solution. Turning it off really turns it off. Pressing the brake does the same as the cancel button. It remembers the set speed and you can press resume to go back to that speed.
