"Forth" does not belong because the other words are ordinal numbers (First, Second, Third, Fifth) while "Forth" is a misspelling of "Fourth."
That you may bring forth is the English translation of 'Ut promas'. In the word by word translation, the adverb 'ut' means 'in order that'. The verb 'promas' is the second person singular form, in the present subjunctive. It means 'you may bring forth'.
"He/she/it brought forth". The "bringing forth" could be from childhood or ignorance, hence "he/she/it educated".
The first letter of the first word in a sentence is replaced with a letter two places later in the alphabet. Every letter of the second word gets replaced with a letter two spaces earlier. Then it goes back and forth.
