He came up with this idea near the end of his life, because he looked at his children and grandchildren and wondered what kind of a city they would live in. Dissatisfied with the way cities were in that time, he wanted to make a clean, efficient city. This was the inspiration for EPCOT. Although it turned out to be an amusement park and not a city, a lot of his ideas still came showed up in the park, which was opened in 1982, well after Walt Disney's death.
