Assuming this debt is still a joint debt, the lender should send the non-filing debtor the monthly statements. The automatic stay does not apply to the non-filing debtor. You may need to get a lawyer to get them to stop being stupid.

Their billing program may not be set up to separate the notices, but that should not be the debtor's problem.
