Examine the area closely and see what the dog is actually licking. You can't make a decision on how to treat this until you know what's going on. Parasitism comes to mind -- look for the signs. Open sores, rashes, bugs... Note that this could be very minor, really bad news, or something that starts minor and gets worse. Let's hope for and assume it's nothing awful just yet. Check it soon as you get the chance.
