It was the only political method that an absolute Monarch had for consultation with his subjects. Each social class had a single vote to cast on the question that the King had called them into session about. The Catholic Clergy combined with the Nobles against the commoners on most issues and had therefore "Stacked the Deck" against the majority for centuries. The King was not bound to listen to their advice and so the government remained stagnant.
