it's a listing of all the different types of atoms that there are ... anywhere.

The way the atoms are listed - is by the number of electrons in their outer shell.

The reason to do it that way is that the CHEMICAL properties of an atom are totally dependent on that outer shell.

Since the maximum number of electrons (in that outer shell) is 8

you get a nice, repeating sort of chart that actually makes sense.
