Metamorphic rocks rarely form on Earth's surface because it needs an intense amount of heat & pressure to form. Earth's surface doesn't have as much heat as the mantle and the core. It also doesn't have much pressure but gravity.

All metamorphism (in Geological terms) requires heat, whether it is Thermal or Regional:

  • Thermal is heat only. It happens at the surface mainly. This happens upon contact with an igneous intrusion, and in a burnt margin in an extrusion/unconformity like a lava flow.
  • Regional is both heat and pressure. It happens deep beneath the surface only.

Metamorphic rocks are formed by intense heat and pressure, which you generally cannot find at Earth's surface. One exception would be hydrothermal metamorphism, which occurs when rocks come in contact with hot water.

Metamorphic rock usually forms when rock is altered under extreme heat and pressure, conditions which you generally do not find at the surface. The one exception would be rocks metamorphosed by hydrothermal activity.
