Foreign policy is the strategy that a government has for dealing with other nations. Each nation has their own foreign policy.
Managing national security
Foreign Policy was also National Defense. Foreign policy is dealing with potential problems of National Defense. Keeping nations friendly; keeping nations safe from outside influence (Communism), or keeping nations 100% neutral...etc.
"National interest" refers to the theory of thought based on "Realism". So basically is depending on the trend that the nation-state strategy follows.

Foreign policy is the practices associated with a government's handling foreign nations. Nations can change their foreign policies at any time with the right votes.
The White House National Security Council (NSC) in the United States is the principal forum used by the President for considering national security and foreign policy matters with his senior national security advisors and Cabinet officials and is part of the Executive Office of the President of the United States. Since its inception under President Harry S. Truman, the function of the Council has been to advise and assist the President on national security and foreign policies. The Council also serves as the President's principal arm for coordinating these policies among various government agencies.
