For the most part comic relief characters are there for just what it sounds like, comic relief, they help break up the seriousness by usually a little gentle humor. Most comic relief characters aren't entirely important to the main cast although most groups of heroes will have at least one, for example the justice league has the wisecracking Flash with them, the avengers' is Iron Man and so on.
