Each and every recruiter does not have a quota directed by the Army, they however has personal goals to make an attempt to find at least one person a month to enlist in the Army, if they are unsuccessful then at the worse they will get chewed out by their bosses and then taught and mentored on ways that might work to find a person to enlist.
