O.k., this is how you do it, go into your start bar, and go to all programs, find Skype in the list, find the button and right click it and copy it to your desktop. The icon should appear, if not then go back to the file that installs Skype, and reinstall it on your computer, nothing will happen, it just creates a new icon.

I doubt very seriously you actually deleted Safari. You may have deleted the shortcut icon but not the program. Open applications or finder and I bet it is still there. If so, just drag the icon to the dock.
False. Shortcuts are only icons containing a path to the file. If a shortcut is deleted, the dialogue box that accompanies the deletion attempt will always tell you that you are not deleting the actual program itself.

By using a burn file. The burn file will create an alias or "shortcut". You can then delete the burn file and the alias will be deleted but the original file will remain.

There is no way of retrieving it if you've already deleted it.
I suppose you should be using MS Outlook. If you accidentally emptied Deleted Items folder, there are actually methods to undelete them. One way is to edit Windows Registry, another way is to use a software. See resources for more. Regards.
